Anyone know what these Debuff timer/bars are? I can't for the life of me figure it out. My UI Addons are SUF, Quartz (CastBars), and Bartender. I also use other standard ones

Which add-on is causing these debuff timers? I thought it was xperl or quartz but I can't find the setting to edit them. Only UI addons I have : r/wowservers
